The Choice She discovered that both services intended to suppress the Grey List and erase the surviving courier. She took the list, transmitted enough names to prevent the purge, and triggered the station's emergency blackout before either brother's plan had completed. The Cost Three hundred and twelve people on the Grey List survived. Mara, Valerius's deputy, eleven operatives, and five civilians died. The record cannot decide whether Maren made the least terrible choice or simply imposed her choice on everyone else.
