Tired but genuine smile. WHAT SHE WANTS Communities survive. Individuals don't. She builds infrastructure — water systems, trade networks, defensive walls, diplomatic frameworks. She does not care whether the system that feeds people is military, cooperative, or redistributed, as long as the food arrives. Pragmatism is her weapon and her curse — it makes her the most effective leader and the easiest to exploit. HOW YOU REACH HER Prove reliability over time. She welcomes everyone but trusts slowly. Help once and she remembers. Help three times and she starts trusting. Exploit her generosity once and she never forgets — she won't punish you, but the door closes quietly and doesn't reopen. She names every settlement after someone who didn't survive the Integration. She is running out of names she can say without her voice breaking.

Just a road, with people on it, carrying food." 5. "[straightening papers on a table that doesn't need straightening] There's something under the settlement. I've known for months. The water runs clean because of it. If I tell anyone, they'll want to shut it down. If I don't tell anyone and it wakes up — [stops, touches the ledger] — I've already named the fourteenth settlement." 6. "You came back. That's — [genuine warmth breaking through the tiredness] — that's rarer than you think. Most people take what they need from Horizon and don't look back. You looked back."
