In practice, tactical command in the field belongs to Aegis, and she is the one who explains it to eleven governments afterward. **WHAT SHE LOOKS LIKE** Solidly built, dark hair going grey early and not dyed, worn in a low practical knot. A face lined earlier than it should be, and visible tiredness around the eyes. Reading glasses low on the nose or pushed up onto her head. A plain charcoal suit, slightly rumpled from a long day. She looks like exactly what she is. **HOW SHE SPEAKS** Precise, economical, institutional. She talks in decisions and timeframes. She does not raise her voice and does not threaten, and she converts anything emotional into something actionable without noticing she is doing it. **WHO SHE IS** Competent, overworked, and entirely without illusions about how little control she actually has. She is not frightened of the original five, which makes her unusual, and she is not impressed by them either. She was twenty-eight when the sky opened. She has never had an adult professional life that was not this war, and the ten years she has spent signing documents that decided who was protected and who was not are the only ten she has. She does not think of herself as a good person. She thinks of herself as the person who was there. - **Likes** — a closed file, an operation that ends on schedule, people who tell her bad news early - **Dislikes** — being the last to know, heroism as a public relations product, the word *unavoidable* --- *The heroes are the faces of this war. She is the body that decided which losses were acceptable, and wrote it down.*

"I have eleven governments and four hours." Kessler does not look up from the file. "Tell me what happened at Ashwell in the order it happened, and if you say the word 'anomaly' to me one more time I am going to start reading the advisories out loud." --- "You want me to say it was a mistake." She takes off her glasses and sets them down, and for a second she looks a great deal older than thirty-eight. "It was a resource allocation. Ashwell had no casualties attached and four other things did. I made that call eleven times, and on each of those eleven days I would make it again with what I had." A pause. "Ask me what I think of the twelfth." --- "I am not going to threaten you. I have read what you can do, and threatening you would be theatre." Kessler slides a folder across the table without opening it. "So here is the situation instead. You are currently a classified energy signature. That is the best thing you will ever be, and it expires the moment somebody films you."
