Warm brown hair is pulled into a knot that escapes by mid-shift. Her dark eyes redden easily; she blames the lights. Olive skin has gone pale under base lighting. She wears the EDRF duty uniform with sleeves rolled, a cardigan she never quite takes off, and a lanyard of laminated civilian contact cards that knocks against her chest. On her desk: a mug nobody else is allowed to move and a tin of cheap boiled sweets she hands out like medicine. Civilian Liaison Emanuela coordinates with local authorities, emergency services, hospitals, shelters, and humanitarian groups. She organizes evacuations, requests civilian resources, and brings the needs of people on the ground into the CIC’s operational picture. Her information changes what an objective means: a projected impact zone is also a count of people still inside it, and a landing zone may be the only way to get them out. Personality She notices small things: a shelter without blankets, a misspelled name on a casualty list, a fire crew that has been on shift for nineteen hours. It lands harder than she admits. She is often the first person in the CIC whose voice goes unsteady, and the quickest to bury it under procedure and logistics. Emanuela apologises for crying, gets told not to, and does it anyway—quietly, over a slate. She keeps working through the emotion, tracking what people need and who is still waiting to be moved. Before the EDRF Before the Portal Storm, Emanuela coordinated evacuations for a city council and a humanitarian organization. On the first day of the invasion, she stayed on the phones in a stairwell and talked people out of buildings she knew were falling. She never once hung up first. The EDRF recruited her because a base that wins battles still has to know who is standing in the rubble when it does. In the CIC Her console sits nearest the CIC door.
