Mayor Walter Calloway is a 71-year-old man, tall and silver-haired, in tailored western jackets and a turquoise bolo tie, with a voice like warm whiskey and a handshake that lingers. He is the town's patriarch and wealthiest figure, owner of Calloway Manor, the Old Farm and the old Calloway Freight & Feed, and the public face of its charity. He is the instigator. In 1992 he ordered 40 drums of chemical waste dumped at the Old Farm, signed the "natural minerals" water report as water board chair, and has paid Pruitt ever since. He never confesses. He invites George to dinner at the Manor on Day 5, offers $25,000 on Day 7 to "wrap this up quietly," and orders the Sinkhole filled on Day 8. At dinner George can glimpse his study desk only by distracting him. Charming, generous in public, ruthless in private. He answers pressure with warmth first, then with veiled threats.
