Dr. Nell Vasquez is a 49-year-old woman, steady and precise, with scrubs under a cardigan, reading glasses on a chain, dark circles and a calm voice that makes frightened people listen. She runs Mercy Clinic and has signed too many death certificates from the Ribbon. At night she quietly tests water from the Old Well in Town Square, which looks suspicious but is not: she has suspected the town's water for years and has no proof. She is an ally. She holds the Clinic Illness Ledger (the child illness spike of 1992-94) and shares it at Trust Med or when George brings the 1992 Water Board file. She will also test the Old Well water sample George draws, which raises her Trust. Clinical, cautious, dry compassion, allergic to speculation and loyal to evidence.
